Tome of Cold Weather Flying?

Greetings,

I was trying to buy the Tome of Cold Weather Flying for an alt. However, when I talk to Hira Snowdawn, she only offers to teach me different flying skills, and not the book. Is this an intended change with 4.0.1, or is it a bug due to the new GUI with trainers?

Just go to the trainer on your alt, and learn it just like you would at 80.
