What is needed in a report for public chat?

My server has been getting fairly bad lately. I understand that GM action is imitated in most cases by a player report, but I would like an explanation of what is needed in the report.

Examples
Names, often times the name contains special characters. Is it enough to give the regular English spelling and explain that it contains special characters?

Content and time. Can we just mention the time or is a copy of the offending language needed? If so is there a copy/paste feature for trade?

Anything else I might have missed.

You just need the name of the person (the realm if you experienced this in an cross realm instance or battleground), and what the offense was.

You can include what it was that you believe violates our policies, that will help the Game Master in their investigation. The approximate time is useful if you are not reporting immediately after the incident.

As for reporting names with special character in it. You should just be able to hold shift and click on their name with the petition window open.
