I have tried looking this up, but I haven't found an answer. Basically, I RaFd my girlfriend to play (she finally caved in after 4+ years). I sent her the invite, she accepted, made a bnet accout, and proceeded to buy the game. The weird thing is, she now has two WoW accounts now...what gives? Any info would be appreciated.

It means she created another account and did not upgrade the correct account. She can fix this by calling Account services here:
    Account Services
    Assists with: billing issues, password recovery, paid services, subscriptions, payment issues, account management, etc
