Why is runeforging suddenly a skill like the other professions that requires 300 runeforging to use a rune such as rune of the fallen crusader?

This is indeed a known issue, but able to be resolved. I'm glad zoning did it for you - resetting the UI should fix that as well.

Aye, swapping presence is another workaround for this particular issue.
