before i start messing with my reps, i just had one question, do you need all those reps at the same time, or can you be exalted or whatever at different times, like the booty bay and the bloodsail ones for instance.

As with most achievements, Phoenixi, I do not believe you are required to maintain each goal at all times. Rather, your character has to have simply met each goal for it to count towards the achievement. Personally, I opted to keep my Bloodsail reputation and took the long route in raising the Steamwheedle Cartel-as it is possible to do both.
