For everyone asking about all the servers being down for rolling restarts:

"All US Servers are temporarily down, due to an unforseen technical issue. Blizzard is unable to provide an estimate when these issues will be resolved."

It's a big patch & there's bound to be some issues. Blizzard will fix it.
