Justice points bugged

Honestly 14k sounds so excessive - I question if that was simply a graphical error.
How many badges did you have to convert? I suspect it was a graphical issue that corrected itself when you zoned.

Not so much. I had 18,800. Spent about 6k and have 12k left. Fortunately mine hasn't mysteriously capped yet. I could have bought gems but the market seemed kinda depressed and triumphs just kept piling up. I had like 1200 or something.
I did get scammed out of 1100 when I accidentally bought 2 chests and couldn't return one.
If you are currently over cap - refunds aren't going to work unless you are under at the time - and once the two hour window is gone, well - that won't be an option either.

I have a different problem. I have almost 10k Justice points on this toon, but I can't spend them. When I hover over something to buy, the cursor remains black and if I click to buy nothing happens. I tried shift clicking to bring open the number box and that doesn't work. I also tried on a different toon with only 500 Justice points and that toon can't buy anything either. Very strange.

In your case, I'd try a full reset UI Dahk. That does sound like an interface issue.
To do a full reset UI, you will want to save your addons in another spot if you wish to preserve them.
Then rename/delete or move your WTF, Cache and Interface folders while WoW is shutdown. Reboot your system.
Note, if you are running Vista make sure your permissions are set so it does not undo your changes.
