I'm not entirely sure of the internal details of this,but this appears to be one that Billing may need to assist with, Puddy. It's in an error status right now, so it's not going to progress any further naturally.
Looks like your faction change also doesn't look totally finalized - which may be what happened, but unfortunately *I* can't tell that with the information available to me. You could still log in and play in that status, but layering another transaction may be the issue.
I'd recommend giving our folks in Billing a call to see if they can assist in getting this resolved for you.
