I'm afraid characters cannot be transferred to accounts that are "less upgraded" than they currently are. =\ To put it a bit more bluntly:

You can transfer a character from an Original World of Warcraft account to any level of account, whether it is another original account, Burning Crusade, or Wrath of the Lich King.

You cannot transfer a character on a Wrath of the Lich King account to any account that is not also at least Wrath of the Lich King enabled.

If this is a feature you'd like to see, Debrasha, please let us know by posting in our Suggestions forums. Those forums are read regularly by our developers and policy makers, and they are the ones who ultimately hold the power over making those decisions. They'd be very interested in your thoughts on that, or any other, subject!

Do keep in mind you can also prevent individual characters from gaining experience by visiting your faction's 'Experience Eliminator.' Turning off experience gains costs 10g, and can be turned back on for the same price. Note that turning off your experience puts you in a separate Battleground bracket than those with experience enabled - otherwise, everything else will remain the same for that character.

Alliance can have their experience turned off by Behsten in Stormwind city, while Horde can visit Slahtz in Orgrimmar. Both NPCs are located near your faction's Battlemasters, and remain stealthed in that room.
