Paid Character Transfer Question

I was looking through the FAQ for the Paid Character Transfer (PCT), and searched these forums and could not find a definitive answer.

Here's my question/scenario:

I was looking to use the PCT to transfer a character off Realm A, and onto Realm B.

Would the character's name be saved for 90 days on Realm A, or would I be able to immediately create a new level 1 character with that same name on Realm A?

The reason I ask, is because the Paid Name Change will lock the name for 90 days, and I don't want to lose the name.

The name should be locked for 90 days on the original realm, Kanzen. However, it is locked only to everyone BUT you - so if you wanted to make another level 1 with that same name, so long as it's on the same account, you would be able to.
