Selling Time Card Codes

Ok this seems to be going on more frequently on my server and I would like to clarify the "legality" so to speak, of this act.

Players are Buying the Warcraft 60-day play time cards and then selling them for in game gold. They are advertising them both in game via /2 and on the forums, offering to both factions. Usual prices are 9-12k gold.

Isn't this essentially the same as buying gold from sites even though blizzard is really the one making the profit?

I have reported several via the realm forums but they have all come back after recieving only a 24 hour forums ban, or in game via "Report Spam".

This just seems like a Slap on the wrist for such a blatant disregard to the TOS and those that are selling them are no different than those buying/selling from gold sites.
Selling in game time cards for in game gold, does violate the Terms of Use, as explained above.
