Race change question

I was wondering, does changing a characters race (within the same faction) also include an option to change that characters gender for the new race?

Yes. If you purchase the race change, you basically get the character creation screen where you can customise your character how you see fit, just as you did at creation. The only limitation is that you must select a race on your faction.
