The ability to upgrade an account to a Collector’s Edition of World of Warcraft, Burning Crusade, or Wrath of the Lich King is available, just not in the manner you speak of, Mew.
The Collector’s Editions are not for sale though the online store, either physical copies or in digital format. If you decide to purchase a Collector’s Edition from a 3rd party be cautious in doing so. Normally the authentication keys have already been used and in turn all you would be purchasing is the physical merchandise included in the box.
In the event you are able to find an unused copy of the game you can upgrade the account online via Battle.net Account Management.
