That sounds more like an issue with your permissions, Soulbayne. Most likely caused by you running Windows Vista or Windows 7. While reinstalling will help require your repair tool, it would have no bearing on your permissions. Once you have installed the game, Soulbayne, please right click on the World of Warcraft icon and select "Run as Administrator" when you try to login.
