Question regarding new patch

I was to be buying an ICC 10 Meta achievement run so i could get the last few of my achievements for my Frostwyrm (ingame gold ofcourse). But they said that if the new raidlock system affects ICC raiding as well, that i will not be able to do these achievement (due to their guild progression they want to do). I just basically want to know if the new raid lock system will also be effective on ICC raids, or if it will be for cata raids only. The blizzard post floating around about the flex raidlock isn't very specific as to wether ICC will be effective, it just has a lot of "for example" statements

So yes, Secretfist, this will affect Icecrown Citadel when the 4.0.1 patch hits.
