Can't transfer with empty mail-box

It is not necessarily if you have used the Report Spam feature, Millicent, but yes, it can lead to what amounts to invisible mail being in your in-box.

Now assuming that you are attempting to transfer this character, the mail has been removed and you should be set. If not this character please give me the name and realm of the one you are attempting to transfer. :)
