Quetion about faction/realm change

I read in the FAQ that your quest items are deleted, however I have a question about one item in particular -- Bindings of the Windseeker. The ultra rare legendary drops from geddon or garr in MC.

If you have this in your inventory will it still be there after you faction change and/or realm change? It doesn't say that it's a quest item. I know that once you turn it into the guy in Silithus that a quest chain starts and he gives you an item that is a quest item. But if you haven't turned in the binding yet and haven't technically started the quest does it still stay with you? Or even if you do start the quest does it stay with you after you transfer?

It should stay with you, Laylee, in the same manner that Rotface and Festergut's acidic bloods stay with a player who completes either a Race or Faction change. Only items related to active quests should be removed in those situations.
