Question about RAF and link accounts

I've been wanting a 2nd account for my kid so we dont have to fight for the play time, and of course the 2-seat rocket mount would be lovely. I read through the RAF page and I have 2 questions.

Do I need to make the new account under a new B.net login or I can use the same B.net? Reason I am asking is because I have SC2, and cannot play it while my kid is on WoW. It will simply bounce me back to desktop if I attempt to login. If I have 2 wow accounts under the same B.net, can both be played at the same time?

2nd question is, my kid wants the account under her name and the toons she created on my account be transfered to her account. Is this possible? As I understand, both accounts need to be under the same name, correct?

You do not. You may allow on minor child, that you are the parent or legal guardian of to access your account. If you are planning on using any Parental Controls for your child it is important to know that they apply to the entire Battle.net account. So you will be restricted as well by the parameters you set.

If she is a minor the account should be in your name, this you can change later when she turns 18. There is a transfer naming restriction but if both accounts are in the same name you shouldn't have any issues transferring her characters to the new account though I should warn you there is a cooldown for newly created Battle.net accounts.
