Unable to make payment

I am currently living in Korea. Whenever I try to make an account upgrade I get an error that says:

Error 202: We were unable to process your request with the information provided. Please consider purchasing a retail copy of the game or contacting <a href="http://us.blizzard.com/support/article.xml?articleId=20606&rhtml=true?rhtml=y">Billing and Account Services</a> for further assistance.

This same problem happened to me when I tried to upgrade from the trial to the full version of the game. Last time I called billing and did it over the phone with no problem, but since billing is only open 12 hours a day I have to call them in the middle of the night here. I have heard that it is because I am in Korea that I am having difficulties.

Is there any other way to purchase a copy of Burning Crusade? Maybe with paypal or through a third party?

It's very possible, Eku. Unfortunately calling in would be the best option available. Paypal is not a payment option for a digital upgrade and using a third party site is at your own discretion.
