Is this considered "griefing"?

If a person is angry with you for refusing to duel him/her then follows you around with a higher level character killing things with one shot that you have just tagged with a very small amount of damage (thus reducing the amount of exp you receive), if that considered griefing? I asked this person twice to stop, they then asked me if I was getting exp from the kills and I explained that while yes, I was getting a small amount, what they were doing was taking away the majority of my experience. He/she then basically said "well then you should have dueled my alt" I informed the person I was going to report him/her for their actions and he said "WOOT good luck wasting your time"

So is this griefing or am I wasting my time? (I did put in a ticket)

The situation you are describing, Kastyn, could be considered Physical Harassment.

Per our Harassment Overview article:
http://us.blizzard.com/support/article/20455

Q u o t e:
Physical Harassment
We have taken great strides to ensure all physical harassment (i.e. stealing resource nodes, kill stealing, training) is addressed or being addressed by the development team. Forms of physical harassment in the game will not be addressed by the GM staff, but instead with a development resolution, if warranted. This however does not include abusing game mechanics/exploiting or disrupting zones/areas to cause another player grief or distress.

As the others have suggested, this would be ideally reported via an in-game petition, which it sounds like you have already done. I just wanted to pop in to provide clarification on the issue for you. <3
