That is not actually true, Zerican, though time usually colours ones perception of the past. Our goal has always been to educate our players on the policies of the game and rarely do we immediately suspend or close an account unless the actions are severe or the history of the account warrants it.
The trade channel label as always been just a suggestion as to what kind of topics the channel should be used for, it is not a requirement. Depending on the realm, it does seem that there has been an increase in spam and other inappropriate behavior.
I can only recommend that you continue to report this behavior when you see it and we will continue to investigate and take what actions are appropriate. If someone is spamming it is best to use the Report Spam feature, this was implemented to not only quickly address those who are advertising such illicit services such as powerleveling and gold sales but also as a way for a realm to help curb certain behaviors, like spamming.
Simply right click on the chat line and select Report Spam, this method of reporting is most effective when others, who share your views, use it as well. Beyond that, if someone is using inappropriate language or subject matter submit an in-game petition, don't shout "Reported" and give them the attention they desire, just submit the report. I understand that it can seem like nothing is done, I can only assure you that these types of issues are a high priority to use and if reported on a consistent basis can make a noticeable improvement as these types of penalties do stack.
