Scepter of the Shifting Sands Quest Chain

So, I'm working on this chain. Almost done with it (I'm documenting it and working on a Machinima detailing it since it will effectively be removed from the game come Cataclysm, and I think there's a lot of lore behind it that i don't want lost on newcomers. Even most people that joined in Old World don't know it exists.

I encountered a slightly problem. Draconic For Dummies Volume II, which was split into 8 parts by Dr. Weavil has said parts drop from a few world mobs as a chance, but the ones from bosses should be 100%. We dropped Ragnaros tonight and he didn't drop it. They tapped, I looted, double checked the loot, hung out until he despawned. It didn't drop.

With the upcoming changes to the game world my time is running short here. I'll be doing BWL tomorrow and finishing this aspect of the chain - is there any way I can have Chapter VIII of Draconic For Dummies tossed my way? I've been working on this chain for MONTHS. It's not something that can be dropped and re-acquired in an attempt to troubleshoot it. Does Onyxia even still drop it?

I've got most of the other components done. I'm still working on them. I'd like to get my footage in game, but it didn't drop. I'm not asking for a super rare never drop item - this is supposed to be 100%. Waiting for an in game fix, it isn't going to happen before Cata destroys the chain.

Help!

Edit:

I thought I got all of the people to tap it, but researching it for Ragnaros, it's possible that it was in somebody's round-robin queue. It may not be broken after all, but my request still stands - do I need another MC run to try for it and hope it really isn't broken, or can a GM help me out?

I appreciate it.

Submit an in-game petition if you haven't already, Michichael, though I can not guarantee it they should be able to look into the kill and if possible may be able to award the item.

Edit: Not entirely true, Alvraen. Though in most cases we are unable to help with quest related issues in certain situations where a known issue exists we have been able to provide assistance. As far as I am aware this is one of those times where we may be able to help. :)
