We do often try to educate players with lighter punishments at first, Kitsunae, in the event they may not be familiar with our policies. It's possible we may only have given a suspension at first, rather than outright ban an account. Alternatively, it's possible that a player did not actually participate in the transaction, regardless of what they may have said or indicated in chat.
