Unreasonable "Instance Lock"

I came home from work, queue'd up for my daily Random Heroic on my tank. Completed it. Queue'd up for my daily Brefest as well, completed it.

Logged over to my Druid. Did the same thing.

About an hour has gone by, and now I'm locked out of instances for an hour.

Yes my room mate has literally ran Startholme for hours on end (and I really mean hours. The other day he was at it for 3 hours before raid time.) for the mount and doesn't get locked out.

Yet I can only run Dire Maul for my Insane in the Membrane Feat of Strength 4 times maximum before getting locked out of all instances on all of my toons for a minimum of an hour.

This happens all the time, and it's incredibly annoying. I'd like to know why this happens for me a lot, and not as much for some other players like my room mate.

I believe you may be misinterpreting how the Instance lock functions, Nauvi. The 5-per-hour rule is not started when you finish your fifth instance - it is dependent on when you were saved to your first. The lock out period for you, if it has been "about an hour," should be ending shortly.

Stratholme, in my own experience, can take 15-30 minutes to run, even on a well-geared 80. This means you can fit 2-4 of them in an hour's time, and never hit the 5 per hour cap, especially if you're stopping to loot everything you kill. I am unsure of the process you are using to farm Dire Maul, but if you're only popping in there every 10 minutes on a fresh run, you can see where that might cause a conflict with the Instance lock.

I hope that provides a bit of clarification.
