Dungeon Group Kicking

Why do I have to wait 15 minutes to kick someone from the group? Why is it that if I get into a party with <removed> of Warsong, an arms warrior that uses a sword and shield and does on average 112 dps, rolls need on everything he's allowed to roll on, including my tanking plate, I have to wait until it's nearly over to kick him?

I'm left with a decision. Take the (newly re-extended) 30 minute dungeon deserter penalty, tank the instance and wait 15 minutes in (which is about 2 bosses in on average, so basically when the instance is over) or try to explain to my party why I won't be tanking for the next 15 minutes.

This seems ridiculous. I understand the point of not being able to kick someone right away. But 15 minutes is literally the length of most instances these days with a few exceptions.

EDIT: Just wanted to say that I'm currently waiting out my 30 minute debuff because I got him in my group twice in a row, and after watching him need a bunch of greens the first time and finally being able to kick him after watcher shiraz, I wasn't about to go through it all again.

Glutt, if you have any recommendations for improvements to that system, the Suggestion Forum would be the proper venue to air them.

As others have already mentioned, if you ever find a particular individual that you'd just as soon never cross the path of again, use of the /ignore function should prevent you ever having to be put into a group with them again.
