I can understand your frustration, Kybeorie, but I'm afraid your assumptions are incorrect.
We take a very strong stance regarding both botters and AFKers - while there are some automated systems in play, it's possible something may slip past the radar from time to time. That's where we ask you, our players, to help us by reporting any violations you may see. These investigations, however, do take quite some time to filter through and fully complete. It's very possible to see the same AFKer or bot a few times before an investigation finishes.

Perhaps not in the immediate past, but you'd be surprised how unwilling these days players are to admit they've done something wrong to the whole community. There is often much better response if they say nothing at all and convince those who would report that reporting is completely useless. If a player is never reported, then that player runs a much lower risk, doesn't he?
