Race changes coming with 4.01 patch?

Quick question, when the precata patch 4.01 goes live will this toon (shammy drani) be able to pay for race change to my cute dwarf shammy or will i have to purchase cata to do that?

We have not officially announced when Race Changes or Faction Changes will be available for the new race/class combinations, Sheeanä.
