Does the new recruit has to upgrade by paying to be able to get the benefits? What If he was planing on upgrading using the burning crusade key but he used it for something else? :/ It me btw.

Absolutely, Madz!!! You are welcome to use the Recruit-a-Friend program, even if the newly recruited account is not fully upgraded, or even if it is not upgraded past the trial phase of the account. Keep in mind that the level restrictions will prevent the recruit to level past 20, unless the account is upgraded. :0)
