Grant a Level not working

My friend's account is clearly linked to mine; we are able to summon each other. However, grant a level is greyed out for both of us. She is a brand new player and I am on the long-time account. Why can't I grant her levels? Please let me know what we need to do.

Only the recruited account can grant levels to the veteran account, Sharki.

The recruited account can award a free level back to the recruiter's account for every two levels they earn, as long as the target character is a lower level than the character offering the level. Additionally, they must be in the same group together and within range of each other.
