About the "world raid boss" policy...

Suppose two alliance named Bob and Sally find a world raid boss, such as Doom Lord kazzak in hellfire peninsula in the outlands. Bob is a lvl 80 tank and Sally is lvl 80 holy priest; both are in ICC25 gear. They look around, don't see anyone, so they proceed to attack it. They get it down to 60% when Sam, Ray, and Joe, three resto druids shows up. Sam, Ray, and Joe get the debuff, "Twisted Reflections", that heals doom lord kazzak for a large amount everytime they are hit by an AoE attack the boss does. A hour later, after Bob and Sally attempted to kill the boss many times but being unable to, due to Sam, Ray, and Joe's actions, Bob and Sally decide to give up. Seven minutes later Sam, Ray, and joe are flying over doom lord kazzak's corpse, after killing it on their own.


TLDR:
I start fighting a world boss. Someone else shows up 30+ seconds after I start the fight and does something that makes it impossible for me to kill and/or loot the boss. If I put a ticket in, will they face any actions? Or will the GM go, "Oh, sorry, we can't do anything because we had to be present to witness it".

The situation you are describing is a tricky one, Assaluis. Part of what made World Bosses so difficult was to compete with others for the kill, and a certain level of interference was almost to be expected, especially on PvP realms. You might be able to infer something from the lack of such bosses in Wrath of the Lich King and Cataclysm...

What you are describing, however, could potentially face account action, and our Game Masters would be happy to look into it for you. While our in-game staff is never able to disclose the actions they take during an investigation, they will always be fully reviewed for potential action.
