WoW Magazine = Scam?

So I'm pretty pissed at this point. About a year ago, during Blizzcon '09, I ordered a 4 issue subscription to the quarterly WoW magazine. I'll be the first to admit that my hope was receiving a Cataclysm beta key with this costly purchase (IIRC, it came out to like $40), but alas this was not to be. In any case, I was receiving 4 issues of a supposed table top collector magazine full of content.

The complaint?

In the year since I made this purchase I've received 2 issues. The first came in a weather-beaten, partially destroyed plastic covering that had 'air holes' in it for whatever reason allowing water to leak in and remain there until opened. Nice. The content, naturally, was pretty much trivial at the point it arrived as the magazine was very, very late arriving. The second issue came about 6 months later and was filled to the brim with information I had received about 10 months ago during the previously mentioned blizzcon, as well as tips and tricks on doing battlegrounds that have been in the game since the game started, disappointing? Yes. A scam? Not technically.

I call shenanigans based on the fact that to date, nearly a full year after purchasing this quarterly magazine, I've received exactly 2 of these 'table top collectible' issues, one of which looked like it may have traveled through the Amazon to reach me. What's the deal? I've even heard that some people haven't received any at all.
