I just got an invite for cataclysm and upon clicking character copy it says

"The Public Test Realm Character Copy feature is currently closed. Please watch www.worldofwarcraft.com for any announcements regarding the availability of the Public Test Realms. "

any ETA on coming back up?

I'm afraid not, Dreadcor, the Test Realm was recently activated so that is likely contributing to the issues with the Character copy option. Keep checking back periodically.
