I have tried doing this quest 6 times and when we get to the bomb the gnome king does not move he glitches out and it resets.

You can report this via an in-game petition, Mickaell, and a Game Master will see if there is something that can be done. Though from what I've seen as long as you allow Mekkatorque to engage the mobs, including Commander Boltcog, it usually completes.
