Account Management access?

Not use if I should be asking this here or the tech support forum, but am trying here first ...

I have tried repeatedly this morning to log into account management to set up a paid character transfer on one of my accounts, yet every time I have attempted this, the system stops responding.

I have normal access to any other internet site (witness posting here), but I am locking up trying to get to log into account management.

I can log into the game, and I do have the background downloader running if any of that matters.
Depending on what time this morning you were trying to process the paid service, it may have not process correctly due to our site maintenance. Please try again and let us know if the problem persist or you can call Billing and Account services here to process your request.
