Best not to share other's names on the forums, Leetkings - and calling out others on their actions publicly is quite frowned upon.
Game Masters are not assigned per server - they are assigned to all realms. If you are curious as to how long a petition might take, you may want to check out our Twitter feed. Twitter is totally free to use and does not require you to sign up to view, so it's a good place to check on this information. >^.^<

As to the matter at hand, I'm afraid I am unable to investigate for you, as I am not a Game Master. Those of us who post here on the forums are primarily moderators and we are here to provide advice or clarification on issues.
There is no such thing as "Ninja Looting" in World of Warcraft - anyone who loots an item had a hand in earning that item. As to the Master Looter system, unless the Master Looter in question states
very clear looting terms, and then does not abide by them (which would make the situation a Scam), Game Masters are unlikely to be able to take action. The Master Looter is, by definition, master of all loot that drops, and it is their choice where that loot goes, unless other methods of distribution have been agreed upon (/roll 100, one item per boss, just as a few examples).
There are a lot of details that this situation can come down to, so I think you may benefit from checking out some of these articles.
What is Blizzard Entertainment's stance on "ninja looting" within the World of Warcraft?
