Trouble with the background downloader

My background downloader is being stubborn and seems to not want to start. I am using windows 7 and I have been reading some threads suggesting it's an OS issue and not so much a wow issue. I have my downloader set to DL while I play and when I log off but nothing seems to DL at either time. The downloaded itself claims there are no problems detected and its showing the green circle but nothing seems to be getting through.
