Standing on bobbers in BB fishing tournament

I did the Booty Bay Fishing Tournament today and encountered someone who stood on my bobber and who followed me as I attempted to find a new pool. Is this actionable griefing? He did this for long enough to set me back to the point where I no longer had a chance at winning. Had he not done this, I may well have won. He spent several minutes harassing me, and I nonetheless had 35 fish when the winner was declared.

I took a screenshot that shows the guy's name, but have removed it at another poster's suggestion. If you need one, let me know.

I see you put in a petition, Medmal - that is the proper course of action in something like this.

We cannot tell you the outcome of such an investigation, but reporting is the proper step to take.
