Upgrading account, in game problem,etc

Since I have another needs that need my extra attentions,I decide to not upgrading this account to BC,or LK until oct or nov. Now my character has reach max lvl ( 60), but I still have a time to play till 27 sept '10.
I know I still can play the toon or creating a new one until my playing time expired.
But I still have 60 days game card ( I buy the GC packed with the wow-classic CD key's). Can I use that 60 days Game card without upgrading my account to earlier expansions? At least until I have spare money to buy BC or LK keys.
Second Q's
My second toons ( lvl 24 Gnome Rogue ) , cannot have a mount coz it said that the mount is lvl 30 required , how come? And when I hover mouse to the mount that I bought , there's a red note that its required lvl 30 ... but my main can have it at lvl 20 .Is that because I'd ( only once ) playing wow private servers when the maintenance is held ?Pls tell me how to fix this problem.
How often that I can change my passwords?
Ok ... that's all my questions , sorry for my bad english too ...

If I understood correctly your questions are as follows:

Can I use a 60 days Game card without upgrading my account to BC or WoLK?
Yes. The game card can be used at anytime regardless of your account level.

Why is a lower level mount showing up as level 30 required?
With patch 3.2. the level requirement should now be level 20. The issue is typically caused by addons or UI problems. Try resetting your UI.
