G'day CS I'm wondering if this is possible : transfer this toon from x->y and also change it's faction at the same time. These options don't seem to be available in the character transfer section of acc management?

This is correct. while some services can be combined - at this time, those are not two of them.

As mentioned above, to avoid any possible complications on a muti-service request, please do make sure to log into the character between steps.
