Is there anything that can be done about this? It's a pug so I doubt they're going to stick around for a soft reset. Does this mean we're boned?

Unfortunately, that is an issue that only a Soft Reset would be able to resolve. I'm afraid there is little else I or a Game Master could provide assistance with beyond that. =( Just in case you do decide to use a Soft Reset, I've provided the steps below.

Instance Soft Reset

    -Disband your raid
    -Have everyone in your raid exit the instance and remain out of the instance for no less than 30 minutes
    -Reform and enter the raid again
