That may be, Crissaegrim, but that would be a developmental change to the game as this system has been in place since Vanilla WoW.
Currently using the Dungeon Finder system allows you to queue for this as well as other instances without regard to how many instances you have been in previously. This does not negate the tally though, if you attempt to enter an instance not through LFD you will receive the too many instances message and you will need to wait approximately an hour before you will be able to enter the instance. Overall, the use of the Dungeon Finder system and how it is working with the instance limit is being looked into.
