Ninja Inactive Name

I recently read on a separate forum post that level 1 alts saved names can be taken from those inactive players and given to players who actually want to use the name. Is this true? It wasn't clarified on the other post.

There is a certain name I have in mind, but it is taken on my server, however, the character doesn't show up in the armory and hasn't since I've been playing (4 years). Is it safe to assume that this character is below level 10 and an inactive account?

I would like to purchase this name for my main character? Is that possible, or will I have to obtain the name on a level 1, delete the character and pay for a name change to the name I want?

Does anyone have any experience with this? I'm trying to figure out if I should open a ticket or email Blizz about it.

This is entirely a possibility, Judaas, however the name you wish to have not belong to a level 1 alt character. If the character is not appearing on the Armory the character may be below level 10 or on a locked or banned account.

You are more than welcome to send an email with your request however submitting a ticket in game may be the better alternative in this case.
