Unable to transfer character.

Hi, I'm trying to transfer this character but the following error is displayed when I try to do so:

The character you are trying to transfer has mail in his or her mailbox, or inbound mail that hasn't arrived yet (possibly from a quest). Please wait until all inbound mail has arrived and make sure your mailbox is empty before trying again.

I've been in-game and no mail has arrived for over 3 hours. I've sent mail to myself to test to see if the mail system was working properly and my own mails went through but I haven't received any mails other than those and am still being prevented from transferring my character. Please fix this, thank you.
