I Tried 2 WORKING credit cards and both came up as contact billing so i tried calling the number and its not going through, is blizzard having technical difficulties right now?

We are currently experiencing issues with our paid services, our technicians our working on this. There is also a heavy call volume at this time, if your call is regarding a paid service. We will let you know when this is back in service.
