Tourney Issues

Background: Has been quite some time since I visited the Tourney on this toon... he had some Valiant marks in his bank.. so I decided to head there and do some dailies. This toon has server and faction changed a few times since I was there.

Issue: Quest NPCs were set as if I had never been there before (got the free ride.... got the 'entered name on rolls quests.. got the heres how you joust quests.). When attempting to retrieve a lance from the rack... it would do a brief animation.. but I would get no lance.

Not sure what is going on here... is this toon just bugged out?
