Well I recently hosted a raid for "The Eye" and had decided to pug a few people out of ghuild, because of this i left off master looter and simply said if you do not have epic flying, do not roll need on the mount, Well a level 80 hunter joined and I told him this when he joined via whispers.
We down Kael'thas and low and behold the most epic mount of all time has dropped, everyone who has epic flying rolls need and he rolls need as well. Come to find out though after winning it he does not have it, he immediatley logs off and begs his father to mail him the money to buy epic flying, shortly thereafter he equips the mount cementing the ninja.
This to me seems to be a clear case of breaching an in game agreement. is there anything that cane be done about giving this back to the raid members who actually followed the rules and so they can roll for it again?

While I am in no position to investigate the matter myself, Novus, please keep in mind the following:

-There are no "ninjas" in World of Warcraft - in the example you provided, with the Need/Greed system, the system allows everyone who is eligible for loot to roll on the items in question. Need Before Greed does not, unfortunately, take into account any other requirements you may have made regarding loot.

-Our Game Masters will happily investigate Scams - a situation where a player acquires items or any other "possessions" from another player through misinformation, confusion, or fraud. If you feel that this type of situation occurred, please do report it to our in-game staff.

If you wish to review our official polices regarding "ninjas" as well as Scams, I've provided the related articles below.
