You didn't provide me with the name and realm of the character you are talking about so even if I were able to provide information I'm afraid I can't pull it out of thin air without some kind of reference.

Second, there is very little, if anything, that I will be able to tell you as you are not the registered user on the account. I can take a look and provide what advice I believe is beneficial for your friend but beyond that this is not a forum that will be able to facilitate an appeal. Your friend will need to contact our Account Administration department for that.

At a glance it doesn't look like the account was compromised so if your friend is certain that they did not violate our policies there is a good chance that an error occurred.

Unfortunately in our efforts to eliminate those who actively exploit the game there are times when a legitimate player may exhibit many of the same behavioral markers and get caught up in a suspension of closure. Luckily we have an appeals process for just this reason, so we can undo, as quickly as possible, errors that may have been made.

If your friend has not done so already please have him write to Account Administration from the registered e-mail address on the account. They will be able to take a look into what happened and if everything looks good should be able to overturn the penalty.
