Faction Change

I tried faction changing and it says
"Transaction unsuccessful. If you are sure
the credit card number was entered correctly,
please contact Billing & Account Services
for further assistance. "

I entered the credit card in correctly, and i tried calling but the que is full, is the faction change thing down or something?
