Race change didn't work. Char stuck?

I was attempting to do a paid race change on one of my characters. There was an error with my card and it didn't go through. I realized I had clicked on the wrong card company. I tried to put it through again and got an error of "invalid payment form". I tried with another card and got the same error. I figured it was an issue with something else and moved on.

Now, I can't log into my character because it says the change I initiated has to be updated. I checked both of my bank accounts and the payment did not go through. Can something be done to "unlock" her? Or do I need to call billing? Thanks!
