Account recovery(Non Battle.net account)

My Uncle wants to start playing again, but he has received e-mails that his account was closed or compromised.

He is not sure. He thinks he was hacked back when he quit and Blizzard auto-locked his account for safety.

This was before the battle.net feature was released. How would he go about account recovery since the Battle.net account recovery steps require a battle.net address and I do not think he can setup a battle.net account without the password on the account.

Unfortunately, I was unable to locate that character either. Your best bet would be to call Billing and Account services here:
    Account Services
    Assists with: billing issues, password recovery, paid services, subscriptions, payment issues, account management, etc
